Open desktop app
Go to Settings, then Capabilities. Mobile and browser won't cut it for this.

Code execution on
Scroll to Code Execution and File Creation. Toggle it on. Skills cannot run without it.
Step 03
Customize, then Skills
Plus button, top right. That opens the Skills panel.
